The building that currently houses Funchal City Hall was erected in 1758 by the Conde de Carvalhal family and was their home until 1820. That year it was leased to an English wine exporter (Blackburns & Company).
In 1868, the building was leased to Funchal City Hall, which in 1883 took full possession of the building. In 1940 it underwent extensive remodelling under the orders of then mayor Fernão de Ornelas, who is largely responsible for the way it looks today. The salons are decorated in a baroque revival style popular in the 1940s. The Noble Hall is of particular interest as it is lined with portraits of the last kings of Portugal and the painting “Allegory of the 7 Professions”, a work by Madeiran artist Alfredo Miguéis, who also did the painting on the ceiling in 1940.
The guided tour to the building includes a visit to the 6th-floor tower, which offers a unique view of the entire city of Funchal.
